Misrepresented his qualifications and certification permit of practicing in federal court and demands a retainer fee of $1500 for a case that he is not onlyb unable to represent but also not qualifies nor permitted to represent! Look for a student soon to be later who can at least give you accurate information to help you. This so called attorney ain't it.
