Very unprofessional on their behave, I had scheduled a consultation and they did not called at the scheduled time, they called back 1 hr later. I understand that they are busy but that does not mean that they shouldn't communicate or assume that people will wait by the phone until its convenient to them. During the intake process they should tell you that your case is not consider a priority if its not, instead of just leaving your consultation to the end or to their convenience. To them is not a priority because it does not affect them but for their prospect client could be a life changing matter.
