He may have experience with car accident laws, but as a Justice of the Peace, he knows nothing about water damages that are caused from an upstairs neighbor not taking care of her property, thus damaging the bottom apartment. How can you think that water damage coming from an upstairs apartment is not going to affect the downstairs apartment. Makes no sense at all. Water travels down, not up.
